This cultural shift helps explain the enthusiasm from political elites, media, and academics that greeted the launch of Evergreen Co-operative Corporation in 2009. Based in Cleveland Ohio, Evergreen is a network of worker-owned co-operatives with scalability and replicability woven into its design. But how warranted is the broad-based enthusiasm around Evergreen? Is this a model that can be replicated across North America as its founders suggest? Based on site visits and stakeholder interviews, we argue that there are important limits on desires to reproduce the “Cleveland Model.” However, its ambitions for scalability and replicability position it to contribute to the important project of movement building that can facilitate the policy change needed to scale up the co-operative alternative.
- ItemThe Emergence of Social Economy Initiatives in Québec to Address the Housing Needs of Seniors(Sommet International des Coopératives, Québec 2014, 2014) Comeau, Yvan(Full abstract from French paper) In this paper, the author presents a cross-sectional analysis of five detailed monographs of seniors’ housing initiatives from the social economy sector in order to understand the dynamics informing their foundation. Carried out in 2013 and 2014, these monographs were undertaken using a similar methodology and a common data collection grid. They describe the territory in which these initiatives were undertaken, the context of their emergence, their rules of governance, their organizational functioning, and the provision of services. Although the senior's homes studied have different legal statuses (one cooperative and four non-for-profit organizations), the same factors appear to condition their emergence. Using a collective action perspective, three different sets of theories (relative deprivation, resource mobilization and framing) contribute to explaining the dynamics at play during this phase. Dans ce texte, l’auteur procède à une analyse transversale de cinq monographies détaillées de résidences destinées aux aînés et qui appartiennent à l’économie sociale, afin de comprendre les dynamiques de leur fondation. Réalisée en 2013 et 2014, la production des monographies suit une méthode et une grille communes de collecte des données. Elles s'intéressent au territoire des résidences, à leur contexte d'émergence, à leurs règles de gouvernance, à leur fonctionnement organisationnel et à l'offre de services. Bien que les résidences aient des statuts juridiques différents (une coopérative et quatre compagnies à but non lucratif), on observe des régularités quant aux phénomènes propices à l’émergence de telles initiatives. En envisageant celles-ci en tant qu’actions collectives, les théories de la privation relative, de la mobilisation des ressources et des cadres permettent de comprendre les dynamiques à l’œuvre au cours de cette phase.

- ItemMulti-Stakeholder Co-operative Housing for Seniors in Quebec(Sommet International des Coopératives, Québec 2014, 2014) Côté, Jacques; Jacques, Hélène(Abstract from French Summit article) Like many other industrialised societies, Quebec is faced with an ageing population. The ensuing effects necessarily exert pressure on various social mechanisms, notably on the health system and the housing market. The study upon which this article is based aimed to evaluate the will and capacity of multi-stakeholder (solidarity) housing cooperatives to adequately answer the housing needs of the elderly and those with light loss of autonomy whilst diminishing the negative effects of ageing on the public system and the general population. Can a community and participatory approach be viable and address these concerns whilst serving as an economic and social lever for communities? The present article describes the socio-economic profile and needs of the elderly in Quebec and the repercussions of ageing on society. It also draws the portrait of the elderly's solidarity housing cooperatives active in Quebec and their residents. (Abstract, French): Le Québec, comme bien d'autres sociétés industrialisées, fait face au vieillissement de sa population. Les effets qui en découlent exercent nécessairement une pression sur divers organes de la société, notamment le système de santé et le marché de l'habitation. L'étude sur laquelle s'appuie cet article avait pour objet d'évaluer la volonté et la capacité des coopératives de solidarité en habitation à répondre adéquatement aux besoins des personnes âgées ou en légère perte d'autonomie en matière de logement, tout en diminuant les effets négatifs du vieillissement sur le système public et la population en général. Une approche communautaire et participative peut-elle être viable et répondre à ces enjeux tout en servant de levier économique et social pour les communautés? Le présent article dresse le profil socioéconomique des aînés au Québec, leurs besoins ainsi que les incidences du vieillissement sur la société. Il dessine également un portrait des coopératives de solidarité en habitation des aînés qui sont actives au Québec ainsi que le profil de leurs résidents.
