Whitewood The Chair welcomed Krissy Arbuckle, newly elected student representative on Senate, and Chantal Brushett who had been recently re-elected as President of the Studentsâ Union. 1 Approval of Agenda Moved by L. Theriault and seconded by J. Gordon to approve the agenda as circulated. CARRIED. 2. Approval of Minutes of April 25, 2005 (deferred) It was agreed to defer approval of the Minutes of April 25, 2005 until the next meeting of Senate. 3. Business Arising from the Minutes 3.1 By-law revisions 3.1.1 By-law 14.12 University Research Ethics Board Terms of Reference Moved by A. Davis and seconded by K. Blotnicky that Senate approved the proposed revisions to By-law14.12 University Research Ethics Board Terms of Reference. CARRIED. In response to an inquiry A. Davis explained that there are no explicit criteria stated for the selection of a community member on the University Research Ethics Board but he noted the importance of having such representation on the Board. 3.1.2 Change to the MSVU Policies and Procedures: Ethics Review of Research Involving Humans, §3.1 (Motion tabled at January 31, 2005 Senate Meeting) Moved by A. Davis and seconded by J. Gordon to remove the motion from the table. CARRIED. Moved by A. Davis and seconded by F. French that Senate approve the Changes to the MSVU Policies and Procedures: Ethics Review of Research Involving Humans, §3.1. CARRIED. 4. Presidentâ s Announcements No announcements were made. 5. Question Period No questions were raised. 6. Unfinished business There was no unfinished business 7. Committee Reports (Standing and ad hoc) 7.1 Senate Executive There was no report. 7.2 Academic Appeals Committee The committee has received four appeals this week for which they will be scheduling hearings. 7.3 Academic Policy and Planning 7.3.1 Report on the Review of the Library M. Lyon reviewed CAPPâ s Report on the Review of the Library in some detail during which it was acknowledged that the Library is fundamental to the core activities of the University and as such must be seen as being central to the administrative and academic planning processes of the University. The Report also noted the commitment of the professional librarians and support staff, and the challenges they face as a small library wanting to provide a more vibrant facility in an environment of limited resources and also be able to offer the level of service expected in a modern academic library. She stressed that a great deal has been accomplished by the Library since the self-study and review with a number of the recommendations of the review already implemented and others in process. M.Schenk, Interim University Librarian, commented that the Report is timely, and gives future direction to the Library as well as providing a sense of history. 7.3.2 Proposal for a new structure for the Faculty of Education M. Lyon noted that CAPP has reviewed and approved the proposed new structure for the Faculty of Education. J. Sharpe explained that as they did not want to create two separate departments, they chose Director rather than Chair as a position title. Moved by M. Lyon and seconded by J. Sharpe that Senate approve the proposal for a new structure for the Faculty of Education as described in the Report to the Committee on Academic Policy and Planning by the Faculty of Education. CARRIED. 7.4 Graduate Studies There was no report. 7.5 Undergraduate Curriculum There was no report. 7.6 Committee on Appointment, Promotion and Tenure or Permanence for Academic Administrators (CAPTPAA) There was no report. 7.7 Committee on Information Technology and Services There was no report. 7.8 Library There was no report but F. French, Chair of the Library Committee, expressed thanks to D. Woolcott for attending the most recent meeting of the committee. 7.9 Nominations 7.9.1 Results of Elections â For Information The results of elections as distributed were received for information. It was noted that the term for all positions is July 1, 2005 to June 30, 2008 with one exception: (F. French). 7.9.2 Standing Committee Memberships It was noted that in addition to the Recommendations for Standing Committee Memberships which were distributed at the meeting, C. French should be added as a member of the Dean of 2 Arts & Science Search Committee. Moved by I. Blum and seconded by M. Fitzgerald that Senate approve the recommendations from the Senate Nominations Committee for Standing Committee Memberships as indicated in the following table. CARRIED. Theriault noted that the proposed revisions to the undergraduate admissions requirements focused on the following two areas: Raising the entering average for admission to 70%; and removing the requirement for Grade X academic mathematics from the general admissions requirements. In response to a question, L. Theriault noted that in the current high school curriculum students must complete a mathematics course at the foundation, academic or advanced level to fulfill graduation requirements. Foundation mathematics is the course often completed by students who intend to pursue university programs which do not require mathematics components. She also noted that the proposal is what the majority of universities in the region are doing. In response to concern expressed about both literacy and numeracy requirements being minimized, it was noted that there was a lengthy and ongoing debate at many meetings of the Committee with many factors being considered before arriving at these recommendations. The proposed revisions acknowledge that not all students reach their full potential in high school, and support our mission of flexibility. Moved by L. Theriault and seconded by J. Gordon that Senate approve the raising of the entering average for admission to 70% and remove the requirement for grade X academic mathematics from the general admissions requirements. CARRIED. 7.15 University Research Ethics Board There was no report. 8. Other Reports 8.1 Board of Governors There was no report. 8.2 Studentsâ Union C. Brushett noted that there will be an article in the May 9th â Insightâ which will introduce the new Studentsâ Union representatives.
