CARRIED. 2. Approval of Minutes of October 30, 2006 The Minutes were amended as follows: Introduction: Corrected references to C. MacDermott (not McDermott). Item 2: Item 7.12.1 Teaching Innovation Award of the Minutes of September 25, 2006 and its amendment in the Minutes of October 30, 2006 are revised as follows: â There was some discussion around the need for balance in the number of Teaching awards as compared with other awards. It was suggested that the matter respecting the terms of reference for recognition of service be worked out by some committee and referred back to Senate Executive.â Item 7.7 is amended by replacing the phrase â that all staff and faculty have IT equipmentâ with â that all classrooms have computer and audio visual equipmentâ . Item 7.15 is amended by replacing the phrase, â Interdepartmental Research Boardâ with â departmental Research Ethics Board policiesâ . Item 8.2 is amended by deleting the phrase â which attracted 500 student membersâ . Moved by J. Gordon, seconded by L. Steele to approve the Minutes of October 30, 2006 subject to the corrections noted above. CARRIED. 3. Business Arising from the Minutes 3.1. Revision to By-law 1.1 Senate Membership (Notice of Motion â Item 7.1.1 of October 30, 2006 Senate Meeting Agenda) Moved by D. Woolcott, seconded by F. French that in accordance with recommendations from the CAPP report on the Review of the Department of Information Technology and Services presented to Senate for its information on May 5, 2006, Senate approve that the position of Director Information Technology and Services be added to the ex officio members of Senate and to conform with the provisions of the Mount Saint Vincent University Act that a majority of 2 Senate members be faculty elected by the faculty, another elected faculty position be simultaneously added. Discussion among Senators covered possible suitable avenues for the Director of Information Technology and Services to provide input from the IT perspective which is important to the institutionâ s academic interests and strategic decision-making processes. Moved by R. Bérard, seconded by A. McCalla that Senate table this motion until Senate Executive has had an opportunity to consider the question of Senate membership ex officio voice without vote. CARRIED. 3.2. Revision to Senate By-law 14.3.1 Graduate Studies Committee (Notice of Motion â Item 7.3.2 of October 30, 2006 Senate Meeting Agenda) Moved by D. Woolcott, seconded by N. Kayhani that Senate approve the proposed revisions to By-law 14.3.1 to restructure the Graduate Studies Committee into two Senate Committees: Graduate Studies Scholarship, Assistantship and Awards Committee, and the Graduate Studies Program and Policy Committee CARRIED. 3.3. Revision to Senate By-law 14.10 Committee on Teaching and Learning (Notice of Motion â Item 7.12.1 of October 30, 2006 Senate Meeting Agenda) Senate agreed that Agenda Item 3.3 be withdrawn at the request of the Committee on Teaching and Learning. 4. Presidentâ s Announcements K. Laurin reported that the strategic planning process is on track with positive response from the university community in signing up for focus group discussions. The Steering Committee plan is to produce a first draft with information distilled from focus groups around mid-December to provide opportunity for further input to the Steering Committee, with Phase 2 to discuss strategies and targets beginning soon thereafter in the new year. In response to a Senatorâ s inquiry, she advised that the preliminary draft document on the website includes information distilled by A. Brummell with input from her, D. Woolcott and A. Whitewood. She also conveyed her hope to announce appointment of the Chair of the Capital Campaign early in the new year with the Advancement office, in the meantime, doing the groundwork needed to move forward quickly at that time. 5. Question Period There were no questions. 6. Unfinished Business Nothing was raised under this agenda item. 7. Committee Reports (Standing and Ad hoc) 7.1. Senate Executive There was no report. 7.2. Academic Appeals Committee There was no report. 7.3. Academic Policy and Planning 7.3.1. Academic Calendar Dates for 2007-2008 Moved by D. Woolcott, seconded by M. Lyon that Senate approve the proposed Academic Calendar Dates for 2007-08. Alternatives to having Caritas Day fall on a weekday other than Thursday were discussed. CARRIED with 4 opposed and 2 abstentions. 3 7.3.2. Academic Calendar Changes 7.3.2.1. 2006/07 University Academic Calendar (page 29) Minimum Institutional Credit Requirements Senators discussed potential ambiguities in the proposed wording of the clauses. Moved by M. Lyon, seconded by L. Steele that Senate approve the proposed change to the Academic Calendar regarding Minimum Institutional Credit Requirements, slightly reworded (underlined) for clarity, as follows: â To obtain a certificate, diploma or degree at Mount Saint Vincent University, students must complete a minimum of 50 percent of the requirements at Mount Saint Vincent University. This 50% regulation also applies to requirements for minors, majors, specializations, concentrations and honours, including course work at the 3000 level or above as required to complete a major, advanced major or honours program. In exceptional circumstances, departments may apply to the Dean for individual students to be exempt from this requirement.â CARRIED with 7 opposed and 2 abstentions. 7.3.2.2. 2006/07 University Academic Calendar (page 78) Bachelor of Arts â Honours Moved by D. Woolcott, seconded by F. French that Senate approve the proposed change on page 78 of the Academic Calendar as amended in the proposal. CARRIED. 7.3.2.3. 2006/07 University Academic Calendar (page 80) Bachelor of Science â Honours Moved by D. Woolcott, seconded by R. Fisher, that Senate approve the proposed change on page 80 of the Academic Calendar as amended in the proposal and with the insertion of â on p. 10â immediately after the word â definedâ in the proposed wording. CARRIED. 7.3.3. Co-operation Agreements with Universities (Korea) 7.3.3.1. Mount Saint Vincent University and Ewha Womans University 7.3.3.2. Mount Saint Vincent University and Korea University In Senatorsâ discussions, it was noted that the spelling of â Ewha Womans Universityâ accurately reflects the way the university represents itself, that there are currently 8 active agreements world-wide with a total participation of 15 students in any one year and more students looking for exchanges in Korea, and that both of the above are general agreements which anticipate further discussions to explore other opportunities. Moved by D. Woolcott, seconded by M. Whalen that Senate approve the Cooperation Agreements with Ewha Womans University and Korea University, Seoul, Rep. of Korea. CARRIED with 2 opposed and 2 abstentions. 7.4. Graduate Studies 7.4.1. Joint MA (Womenâ s Studies) 7.4.1.1. Change of program name For clarification purposes, Senators discussed the rationale for the program name change. Moved by M. Lyon, seconded by R. Zuk that Senate approve the proposed change in program name from Joint Master of Arts in Womenâ s Studies to the new name of â Joint Master of Arts in Women and Gender Studiesâ . CARRIED with 4 opposed and 4 abstentions. 7.4.1.2. Change of application date Senators acknowledged the change in the admission application deadline for Canadian applicants for the Graduate Womenâ s Studies program from May 1 to March 15. 7.4.2. Faculty of Education Proposals 7.4.2.1. Applied Human Nutrition Change to existing program: Change the name of the BScAHN (Dietetics) with Integrated Internship Education Program, TO: BScAHN (Dietetics) with Integrated Internship Education Program Moved by S. Changes to existing program: Changes to the Diploma in Tourism and Hospitality Management Remove one-half unit of arts and science elective from the BTHM degree and replace it with one-half unit of free elective Permit substitution of THMT 3312 - Tourism Research Seminar for BUSI 4430 - Marketing Research in completion of the Marketing Certificate Changes to the requirement of the concentration in Tourism and Hospitality Management within the BBA. Add ECON 2311 - International Trade, and ECON 3305 - Money and Banking, to the list of courses counting towards a major, concentration or minor in finance. Senators discussed the rationale for the proposal including the intention to make the Tourism and Business degree programs more structurally similar with greater flexibility in the Tourism and Hospitality Management program. Moved by S. Mumm, seconded by R. Fisher that Senate accept the proposal. CARRIED with 1 opposed and 3 abstentions. 7.5.2.3. Co-op Changing the definition of NCR grades for co-operative education Senators discussed the rationale for the proposal. It was noted that the intention is to reflect the current practice where the few students who receive an NCR grade because they have not successfully completed their Co-op work term are not permitted to go straight to another one and must return to campus to complete one more academic term before being given an opportunity to successfully repeat their Co-op work term or otherwise be asked to leave the program. The current regulation is not enforceable because it precludes students who have failed their Co-op work term from continuing with their academic study until they have successfully completed their work term. Economics Changes to existing program: Removing ECON 4420 and ECON 4421 from the list of requirements for the Major in Economics. Adding ECON 3305, ECON 3307, ECON 3330, ECON 3335 and two additional units from ECON 2204, ECON 2206, ECON 2207, ECON 2208, ECON 2311, ECON 2312, ECON 3325 to the list of requirements for the Major in Economics Changes to the Advanced Major: Removing ECON 2201 and 2210 from the list of requirements for the Minor in Economics, and replacing with one unit from ECON 2204, ECON 2206 ECON 2207, ECON 2208, ECON 2311, ECON 2312, ECON 3305, ECON 3307, ECON 3330, and ECON 3335 Moved by S. Crouse reported that the Committee met once since the last Senate meeting, has not yet concluded discussing Committee terms of reference and is looking at revising the student and faculty guides to computing. 7.8. Library There was no report. 7.9. Nominations 7.9.1. Notice of Motion: Changes to Senate By-law 10, Nominations and Elections by Faculty Members I. Blum noted that the intention of the proposed By-law change is to make the nominations process simpler. 8 7.9.2. Nominations for Standing Committees Moved by I. Blum, seconded by H. Research and Publications A. Davis reported that the research grants decisions have been communicated to applicants. He noted that the Committee needs a member from Social Sciences who ideally is also a member of Senate. I. Blum indicated the Nominations Committee is actively trying to address membership requirements. 7.11. Student Affairs There was no report. 7.12. Committee on Teaching and Learning P. Watts reported the Committeeâ s decision to withdraw the Notice of Motion to Senate By-law 14.10 (Senate Agenda Item 3.3) in order to further revise the Committeeâ s terms of reference to include approval of non-credit programs which will be discussed at its December 5 meeting and resubmitted after the Committee deals with the matter. 9 7.13. Writing Initiatives B. King reported that the website for the Teaching and Learning Center is to be launched on Friday, Dec. 1. 7.14. Undergraduate Admissions and Scholarships S. Ganong reported that the scholarsâ luncheon last week was very successful. 7.15. University Research Ethics Board S. Seager reported the Boardâ s receipt of legal advice that proposals for Research Ethics involving persons under 19 years of age require both consent of those individuals and that of their parents or guardians. She also indicated that the Committee is looking for ways to better inform studentsâ supervisors that they must vet studentsâ research proposals before they are submitted for approval to the UREB and in order to inform students that any research involving humans cannot begin without that approval. A. Davis advised that while the Board is working on a memo to convey this information, they need a more systematic way to disseminate information. A. Davis reported that the Committeeâ s workload has increased dramatically over the past number of years underscoring the need to identify nominations for another member. 8. Other Reports 8.1. Board of Governors R. Bérard indicated that the Board met on November 16 and, among other items, heard several reports including those from Sharon Davis (financial reporting) and Michael Whalen (enrolments, statistics and trends), and an update on the strategic planning exercise. The Board also passed a motion changing the terms of reference of the Boardâ s Executive and other Committees. 8.2. Studentsâ Union L. Nash reported on the successful student turnout for strategic planning focus groups, his recent attendance at a conference in Ottawa, participation during the universityâ s Multicultural event, and a fundraiser for breast cancer awareness planned for Wed., February 7/07 (time to be determined) at Dooleys in Bedford with attendeesâ transportation from MSVU to Doolyâ s provided by contacting the Studentsâ Union. 9. New Business 9.1 Selection of Honorary Degree Candidates (Confidential Business) Moved by B. King, seconded by K. Manning to move to in camera session to conduct the balloting for honorary degree candidates. CARRIED. Moved by B. King, seconded by K. Manning to move out of in camera session. CARRIED. Moved by K. Arbuckle, seconded by J. Gordon that Senate move to in camera session to receive the vote results for selection of honorary degree candidates. CARRIED Moved by L. Nash, seconded by K.
