McCalla, a newly elected member of Senate, and newly elected student representatives G. McCarney and R. West. 1. Approval of Agenda Moved by J. Gordon, seconded by K. Blotnicky to approve the agenda as circulated. CARRIED. 2. Approval of Minutes of April 24, 2006 It was agreed to defer approval of the Minutes of April 24, 2006 until the next meeting of Senate. 3. Business Arising from the Minutes 3.1 Revision to By-law 14.4 Terms of Reference for CAPTPAA (Notice of motion given at April 24, 2006 Senate meeting) It was noted that the revised version of the Terms of Reference for CAPTPAA which were distributed at the meeting contained typographical corrections and no substantive changes. Moved by I. Blum, seconded by K. Darvesh that the proposed revisions to By-law 14.4 Terms of Reference for CAPTPAA, as circulated at the meeting, be approved by Senate. CARRIED. 4. Presidentâ s Announcements Members of Senate observed a moment of silence to remember Dr. Patrick Oâ Neill, a revered colleague and friend, who died on April 29, 2006. D. Woolcott noted that the federal budget contained a measure of commitment to research funding from the granting councils and the possibility, if a surplus is realised, of a trust account being established for infrastructure support. She noted that our share would be modest but would make a difference. With respect to the provincial government priorities she noted there were one or two promising items, but there is quite naturally speculation that not much will happen in this regard before an election. 5. Question period In response to a question about the provincial government wanting tuition fees to go down to the national average over the next five years and whether or not they would be offering assistance to achieve that, it was noted that we need more detailed information. A question was also raised about the proposed infrastructure support and whether or not it would be on an annual or a one 2 time only basis; and it was noted the answer to that is not known yet. With respect to a Senatorâ s comment on the announcement of a $500.00 federal tax credit for text books for full-time students and her subsequent suggestion that it should apply to part-time students, it was noted that it could be helpful to raise this through a letter to the Minister of Finance and our Member of Parliament. 6. Unfinished business Nothing was raised. 7. Committee Reports (Standing and Ad hoc) 7.1 Senate Executive 7.1.1 Nominations Committee report regarding participation by Librarians on Senate Standing Committees (from November 28, 2005 Senate Meeting) Moved by I. Blum, seconded by A. MacGillivary that, on the recommendation of Senate Executive after examining the Nominations Committee report, Senate assign to each of the seven committees specified the task of considering the report with a view to amending the membership component of its bylaws to accommodate professional librarians. CARRIED. 7.2 Academic Appeals Committee L. Theriault noted that the Academic Appeals Committee has one hearing remaining which should occur within the next two weeks. 7.3 Academic Policy and Planning 7.3.1 CAPP Report on the Review of Information Technology & Services (for information) S. Medjuck noted that the CAPP Report on the Review of Information Technology & Services was for information, and that some of the recommendations contained in the report will come forward to Senate. 7.4 Graduate Studies There was no report. 7.5 Undergraduate Curriculum There was no report. 7.6 Committee on Appointment, Promotion and Tenure or Permanence for Academic Administrators (CAPTPAA) There was no report. 7.7 Committee on Information Technology and Services There was no report. 7.8 Library There was no report. 7.9 Nominations There was no report. 7.10 Research and Publications A. Davis noted that the Senate By-laws state that at least one member of the Research & Publications Committee must be an elected Senator and that this requirement currently needs to be fulfilled. He also noted that they received two applications for the Research Excellence Awards which were impossible to adjudicate fairly. He stressed that the problem was not with the nomineesâ files but rather with the awardâ s terms and conditions which need clarification. 7.11 Student Affairs There was no report. 7.12 Committee on Teaching and Learning There was no report. 7.13 Writing Initiatives There was no report. 3 7.14 Undergraduate Admissions and Scholarships L. Theriault noted that the Entrance Scholarship program is well ahead of last year and the committee is pleased with one significant difference, namely that four of the Presidentâ s Scholarship offers have already been accepted. 7.15 University Research Ethics Board A. Davis reported that the UREB has completed a review of more than sixty files this year. 8. Other Reports 8.1 Studentsâ Union K. Arbuckle noted that the Studentsâ Union is still in a transition period. They are pleased with the recent hiring of an Editor for the student newspaper. She noted that the Studentsâ Union participated in the Safe Space workshop held in the Library on May 3, and they intend to become more involved with this important project. 9. CARRIED. Moved by J. Gordon, seconded by K. Blotnicky to move out of the in camera session. CARRIED. 10. Items for Communications The 2006 Spring Graduation list was identified as the key item for communication. 11. Adjournment Before calling for a motion to adjourn, the Chair noted that this would be L. Theriaultâ s last Senate meeting and she acknowledged the significant resource she has been to Senate through her fundamentally important role as Registrar. The Chair then noted that S. Medjuck, in her role as Dean of Arts & Science, had contributed a great deal to Senate, and she expressed the hope that with that term concluding, she might, in time, return to Senate. The Chair then drew attention to the following faculty representatives on Senate and expressed thanks for all that they had contributed during their term of appointment: K. Blotnicky, K. Darvesh, C.
