Approval of Agenda Moved by T. Richards, seconded by S. Boyd that the agenda be approved as circulated. CARRIED 2. Approval of the Minutes of October 30, 2000 Moved by P. Watts, seconded by W. Doyle that the minutes of October 30, 2000 be approved as amended. CARRIED The minutes were amended under item 9.1ii, to change the sentence "Another Senator added that the Committee should redefine the Calendar's entry for plagiarism to make it consistent with the Committee's definition" to "Another Senator agreed that the calendar content on plagiarism is clear and is consistent with Western intellectual convention; however, she said she might support a change to the calendar content if that would result in a better fit between stated policy and actual practice." The minutes were also amended to indicate B. Harvey as not present. 3. Business Arising from the Minutes There was no business arising. 4. President's Announcements S. Brown reported that there was a review of the "post Shapiro" report. Various people assisted with a response that will be submitted to the Nova Scotia Advisory Board on College and Universities tomorrow. 5. Question Period There were no questions. 6. Committee Reports (Standing and Ad Hoc) 7.1 Senate Executive 7.1.1 Revisions of By-laws 1.1, 14.2, 14.3, 14.3.1, 14.3.3, 14.5, 14.6, 14.9, 14.10 and 14.10.1 Moved by T. Roberts, seconded by C. Mathieson that By-laws 1.1, 14.2, 14.3, 14.3.1, 14.3.3, 14.5, 14.6, 14.9, 14.10 and 14.10.1 be revised to change the phrase "Student Union" and "Student Council" to "Students' Union." CARRIED 7.2 Academic Appeals Committee L. Theriault reported that there are two appeals before the Committee. 7.3 Academic Policy and Planning 7.3.1 Academic Calendar Moved by L. Theriault, seconded by J. Woodsworth that the Academic Calendar be approved as circulated. CARRIED L. Theriault discussed the rationale behind closing on Friday before Remembrance Day, instead of closing the following Monday. This will ensure that the term has a sufficient number of Monday classes, since the Thanksgiving Holiday falls on a Monday in October. She discussed the reasoning behind having an earlier Winter term start date, as compared to other universities. L. Theriault stated that SMU had a later starting date because they consider Saturdays as teaching days, they allow less time for grade submissions, and they schedule classes later in the day. 7.4 Graduate Studies The following calendar changes were brought to Senate for information: 7.4.1 Calendar Description Revision: Child & Youth Stud 7.4.2 Calendar Description Revision: Education R. A Senator stated that having only a half unit introductory philosophy course is a cause of some concern to him. D. Furrow replied that the philosophy offerings are not being diluted. Moved by D. Hill that Senate reconsider the earlier motion to name the new amalgamated program "Philosophy and Religious Studies." CARRIED . R. Warne stated that the new program will better represent its offerings if named Philosophy/Religious Studies. This name will distinguish the two parts of the program, as students can complete the Religious Studies portion without taking Philosophy courses, or vice versa. Clearly this name will stress the fact that students can do either part of the program or both. Moved by R. Warne, seconded by C. Nickerson to rename the Philosophy and Religious Studies program "Philosophy/Religious Studies." CARRIED 7.5.2.8 Psychology Moved by D. Furrow, seconded by C. Mathieson to approve the addition PSYC 3370 - Psychological Tests and Measures. CARRIED Moved by D. Furrow, seconded by C. CARRIED 7.6 Committee on Appointment, Promotion and Tenure or Permanence for Academic Administrators (CAPTPAA) No report 7.7 Committee on Information Technology and Services J. Woodsworth stated that D. Forbes will attend the next Senate meeting to report and that the Committee has been meeting regularly. 7.8 Library M. Raven reported that the Committee held its annual meeting with Library Coordinators and Departmental Chairs. During the meeting the new Ebsco database was demonstrated. She reported that D. Forbes attended the last meeting and demonstrated a commitment to work with the Library regarding technology issues. Talks continue with Physical Plant regarding Library lighting and the location of the book drop. 7.9 Nominations K. Kienapple reported that the Committee is in the process of filling two Committee positions due to resignations. A call for nominations will occur in January. 7.10 Research and Publications C. Mathieson reported that results of internal grant adjudications will be announced in the upcoming Research Bulletin. She stated that a draft of the Strategic Plan was reviewed by the Committee and forwarded to CAPP. On December 6, the National Council on Ethics in Human Research will be on campus to meet with specific groups of people. This meeting should promote dialogue between the NCEHR and MSVU. The Committee has begun a preliminary discussion on streamlining and revising of some articles in the MSVU Policies and Procedures: Ethical Review of Research Involving Humans. The Committee is discussing the creation of a free-standing ethics committee. New policies and procedures should be available for Senate discussion by March. 7.11 Student Affairs C. Hill reported that the Committee has drafted its agenda for the rest of the year. 7.12 Committee on Teaching J. Woodsworth reported that the Committee has inherited P. Watts from the Committee on Extending Learning. Revised terms of reference will be available for Senate approval at a later date. SCOT will call for nominations for the Award for Instructional Leadership. As well the Committee is planning to invite some recent winners of the AAU Award for Instructional Leadership to campus for a discussion on how they demonstrated instructional leadership. 7.13 Undergraduate Admissions and Scholarships L. Theriault reported the Committee is meeting regularly. She stated that the Scholar's Reception was held on November 7 and was well attended. Many scholars appeared pleased to meet the scholarship donors. 8. Other Reports 8.1 Board of Governors S. Brown reported that during the Board planning session the Blueprint 2000 action plans were discussed. A presentation was held the next day on national and international trends in enrollment, faculty recruitment, technology development, etc. to provide background for the Blueprint 2000 action plans. 8.2 Students' Union C. Nickerson reported that the Students' Union has hired a new General Manager, K. Fitzpatrick. The Students' Union sponsored two students to attend the Canadian Commonwealth of Education Ministers meeting. An inservice day for executive members of the Students' Union is arranged for December 16. The Students' Union held its annual Christmas party at Vinny's Pub where each participant donated a toy for Bryony House. The purple and white ribbon campaign is underway. C. Portolesi is preparing for the December 6 Day of Remembrance for the victims of the Montreal Massacre. A Senator asked the reasoning behind the recent funding cut to the Student newspaper, the Picaro. C. Nickerson replied that the Students' Union recently passed its budget and there were several cuts. Another Senator stated that several members on the Picaro are being put into a difficult situation. C. Nickerson provided some background information regarding the Picaro situation and reiterated that the issue was budgetary. T. Roberts stressed that the Students' Union does not own the Picaro. The Students' Union did not receive financial statements from the Picaro last year. C. Nickerson asked that Senators contact her personally with any questions regarding the Picaro. Several Senators stated that it is very important to have a student voice on campus. Moved by S. Perrott, seconded by R. Warne that all parties involved take the necessary steps to resolve the issue in a satisfactory matter. WITHDRAWN S. Perrott clarified that the parties involved are the staff of the Picaro and the Students' Union. C. Nickerson stated that this problem is not an interpersonal one, but budgetary. Moved by I. Blum, seconded by S. Perrott that Senate is concerned by the potential demise of the student paper, the Picaro, as Senate believes that the student paper is an important aspect of academic life. CARRIED (3 opposed) 9. New Business 9.1 Graduation List (Jamaica Convocation) Moved by T. Roberts, seconded by M. Raven to move the meeting in camera. CARRIED Senate approved the awarding of the following degrees: Master of Education (Adult Education) R. Sampson/L. Theriault CARRIED Moved by R. Sampson, seconded by B. King that Senate permit the Registrar to add an individual's name to the Graduation List if the requirements are completed prior to the Convocation Ceremony and, further, to adjust any student's distinction status if so warranted. CARRIED Moved by R. Warne, seconded by L. Neilsen to move the meeting from in camera. CARRIED 10. Items for Communication Academic calendar Students' Union change in By-laws Jamaica convocation graduation list 11. Other Business There was no other business. 12. Adjournment S. Brown thanked B.
