The aim of this article is to provide a unified framework for the ratio concept which in turn provides an alternative foundation for understanding rational numbers. In order to achieve this, a new perspective on counting is presented. Creating a conceptual hub that houses all the real numbers helps connect as well as distinguish their diverse natures and purposes. In particular, given the extent of the difficulties learners have with rational numbers, the classification proposed here may support teachers in demystifying the nature of fractions, decimal numbers, and percents by situating them in the larger scheme of sizing amounts. Indeed, the proposed cocounting structure may provide a simple yet comprehensive foundation for proportional reasoning.en_US
