1. Approval of Agenda
Moved by J. Gordon, seconded by M. Raven to approve the Agenda as circulated. CARRIED.

3. Business Arising from the Minutes
3.1 Service Award Task Force
R. Bérard reviewed the report that was circulated with the Senate package and discussed the
rationale for the award as well as the nomination process. He then invited J. Gaudet to inform
Senate on the Task Force progress.
J. Gaudet reported that the Task Force had met a number of times and considered the various
awards offered by the University. It was discovered that there is no award specifically to
recognize the significant contribution that faculty play in university governance. She also noted
that this type of award would fit well with the objectives and goals of the new Strategic Plan. J.
Gordon and S. Seager, who raised initia l discussion of the award, were invited to meet with the
Task Force and it became clear that there should be an award specifically for faculty members.
The creation of this award would not preclude the inception of a different award for the university
community as a whole.
Moved by R. Bérard, seconded by M. Forrest that Senate approve the establishment of a Senate
Award for Service in Academic Governance with the amendments listed below. CARRIED.
Friendly amendments to the Senate Award for Service in University Governance:
Page 2, under Nomination Guidelines, line 1, delete â and the nomineeâ so that a nomineeâ s
consent is no longer required.

Page 2, under Selection Criteria , add that the recommendations approved by Senate Executive
will come to Senate for confirmation in a confidential session.
J. Gordon questioned whether the definition of â extraordinary contribution to university
governanceâ might be broadened to include other activities of faculty that require extraordinary
commitment of time and creativity which may fall outside of the definition of university
governance. R. Bérard responded that there are awards that currently exist that would take in
those types of contributions and that this award should not preclude faculty members from being
eligible for other types of service awards. The focus of this award is to relate to long term service
not only to the Senate but to any other intermediary bodies that report to Senate or deal with
Senate.
J. McLeod asked if the Task Force had considered a creative name for the award and if it would
be named for someone. R. Bérard pointed out that there was a University Naming Policy but at
this time the Task Force had no name to suggest for the award.
M. Raven wondered if the Task Force discussed whether nominees would be required to provide
supporting documents of their service beyond their curriculum vitae. R. Bérard noted that the
Task Force thought that the nominators would be required to provide a rationale similar to that
which is currently provided when nominating a candidate for an Honourary Degree.
I. Blum commented that, under the guidelines for either Honorary Degrees or the Research
Excellence Award, nominees are not requested to consent. If some nominees, who for reasons of
humility or shyness, might be reluctant to be considered for the award, it may be better
procedurally to have Senate decide if the person is worthy of the Award and, if approved, offer
the award with the nomineeâ s option to decline.
J. Gordon pointed out that Senate had recently passed changes to the Professor Emeritus policy
relating to confidentiality. She cautioned Senate that she could see parallels to this process and
that it could be awkward to have the nominee consent and then be turned down for the award
during a vote.
I. Blum pointed out that Senate could proceed by amending the motion to address the procedural
issues raised or by deferring the item, asking Senate Executive to come forward to Senate with
specific criteria and procedural guidelines.
R. Zuk noted her reservation about the award as a gesture toward acknowle dging a condition of
overwork that exists on campus.
3.2 Revisions to By-law 14.4, CAPTPAA
Moved by J. Gordon, seconded by I. Blum that Senate approve the changes in By-Law 14.4 as
circulated. CARRIED
J. Gordon briefly informed the Senate that the purpose of the revision to the By-Law was to bring
CAPTAA in line with the URC in the Collective Agreement by increasing the number of serving
members on the URC to four. The change also provides directions on how to find a replacement
member should a member be unable to serve on a particular case.

3.3 Revisions to By-law 14.9, Student Affairs Committee
Moved by C. Hill, seconded by J. MacLeod that Senate approve the changes to By-Law 14.9 as
proposed by the Student Affairs Committee. CARRIED.
3.4 Revisions to By-law 14.11, Undergraduate Admissions and Scholarships Committee
Moved by B. MacInnes, seconded by P. Gouthro that Senate approve the changes to By-Law
14.11 as proposed by the Undergraduate Admissions and Scholarships Committee. CARRIED.
B. MacInnes noted that these changes were made to update the new titles and to include the
Academic Advisor on the Committee. The change will also bring the Associate Vice President of
Enrolment and International onto the Committee.
