King, seconded by M. Lyon that the Minutes of the September 26, 2005 Senate Meeting be approved as circulated with the addition of the following sentence under item 8.2 Studentsâ Union: â C. Brushett expressed concern about use of the Turnitin.com service.â CARRIED. 3. Business Arising from the Minutes 3.1 Revision to By-law 14.5 Committee on Information Technology and Services (Notice of Motion given at September 26, 2005 Senate Meeting) Moved by P. Watts, seconded by M. Raven that Senate approve the change in membership for the Committee on Information Technology and Services to reflect the creation of the Faculty of Education. CARRIED. M. Raven observed that the way in which committee membership is structured makes it impossible for Librarians to participate. By way of example she noted that the Committee on Information Technology and Services impacts the library greatly, and it would be good for Librarians to have the opportunity to participate on that committee, and perhaps other committees as well. A. MacGillivary agreed to have this matter discussed by the Nominations Committee and then convey their views at the January 30, 2006 Senate Meeting. 4. Presidentâ s Announcements S. Brown noted that with the current expectation of a federal election, it no longer seemed timely to comment as she had planned on the potential relevance to post-secondary education of the various items included in Minister Goodaleâ s economic update. She noted that the Campaign School for Women, which had been held last year in partnership with the Nova Scotia Advisory Council on the Status of Women, would occur again this coming weekend. She noted this event is a good fit with the Universityâ s mission, was very successful last year, and attracted high quality presenters. She then noted that it was particularly noteworthy that in the latest Macleanâ s magazine survey of Canadian universities MSVU ranked second in the Social Sciences and Humanities Research Grants; and our commitment to personalized education and small classes comes out clearly in the ratings. 5. Question Period In response to an inquiry S. Brown noted that she is personally committed to, and has been ready to sign, the international students agreement with the federal government for some time. She expressed her disappointment with the fact that the agreement has not yet been signed and noted any possibility of that will be set aside now with the election call. 6. Unfinished Business Nothing was raised under this agenda item. 7. Committee Reports (Standing and Ad hoc) 7.1 Senate Executive 7.1.1 Notice of Motion (Change to By-Law 12 Voting Procedures for Honorands) It was noted that this item will be on the Agenda for the December 5, 2005 Senate meeting. 7.2 Academic Appeals Committee L. Theriault noted that there was nothing to report with no current appeals before the Academic Appeals Committee. 7.3 Academic Policy and Planning 7.3.1 Academic Calendar dates for 2006-2007 It was noted that the Academic Calendar dates for 2006-2007 have been vetted against the guidelines and approved by the Committee on Academic Policy and Planning. In response to an inquiry from a Senator, L. Theriault explained that in setting the calendar dates there is a requirement to insure a minimum standard of 12 instances of each teaching day during a term. It was explained the current guidelines state that Caritas Day is to be held, if possible, on a Wednesday. It was suggested that the significance of Caritas Day is an important legacy to keep alive. 7.3.2 Report to MPHEC: Master of Arts Child & Youth Study (for information) D. Woolcott noted that the Master of Arts (Child & Youth Study) degree had been approved by MPHEC with conditions in 1998 and admitted its first students in the 1999-2000 academic year. This report will now be sent to MPHEC in response to their request for a full report after five years. 7.4 Graduate Studies M. Lyon indicated the Graduate Studies Committee is scheduled to meet next week. 7.5 Undergraduate Curriculum 7.5.1 Undergraduate Curriculum Proposals (for approval) 7.5.1.1. Applied Human Nutrition Moved by S. Medjuck, seconded by M. Lyon that the changes proposed to Nutrition, Dietetics, Integrated Internship Education and Honours Programs be approved. CARRIED. 7.5.1.2 Biology Moved by S. Medjuck, seconded by R. MacKay that the addition of a new course, BIOL 1114 Human Development and Genetics (half unit), be approved. CARRIED. Moved by S. Medjuck, seconded by R. MacKay that the addition of a new course, BIOL 3314 Evolutionary Biology (half unit), be approved. CARRIED. 2 Moved by S. Medjuck, seconded by R. MacKay that deletion of courses BIOL 1112 Science for Society (half unit) and BIOL 2201 Physiology of Development (half unit) be approved. CARRIED. Moved by S. Medjuck, seconded by R. MacKay that the changes to existing programs as described on page 44 of the material for this meeting be approved. CARRIED. 7.5.1.3 Child & Youth Study Moved by S. Medjuck, seconded by C. French that the deletion of courses CHYS 2207 Methods of Teaching Young Children (1.0 unit) and CHYS 2252 Practicum : Elementary (0.5 unit) be approved. CARRIED. Moved by S. Medjuck, seconded by C. French that the addition of a new course CHYS 2208 Guiding young childrenâ s learning, development and behaviour (half unit) be approved. CARRIED. Moved by S. Medjuck, seconded by C. Bérard dissenting with respect to the change to History and English requirements for BAA (CYS). 7.5.1.4 Cultural Studies Moved by S. Medjuck, seconded by L. Theriault that the proposed corrections to the academic calendar under Cultural Studies (CULS) on page 125 of the material for this meeting be approved. CARRIED. 7.5.1.5 Economics Moved by S. Medjuck, seconded by N. Kayhani that the following changes to the existing program be approved: Delete ECON 2240 Mathematical Analysis for Economics and Business from the list of requirements for major (15 units), Advanced Major (20 units) and the Honours Degree in economics; add MATH 2208 Introduction to Probability and Statistics I, and MATH 2209 Introduction to Probability and Statistics II to the list of requirements for major (15 units), Advanced Major (20 units) and the Honours Degree in Economics; add ECON 4408 Directed Study or Research to the list of requirements for the Honours Degree in Economics. Secondary program to allow greater flexibility of course choice to Year 2 students by allowing alternatives to the current requirement for EDUC 5326 Advanced Educational Foundations. Brushett that the proposed change in the Public Policy Program internship from optional to required, increasing its duration to four months, be approved. CARRIED. It was noted that a report regarding this program change should, in due course, come to Senate. 7.5.1.12 Psychology Moved by S. Medjuck, seconded by J. Gordon that the proposed change to accept a unit of psychology credit as meeting the social science requirement in the core baccalaureate programs be approved. CARRIED. Moved by S. The President inquired if there was anything contained in the material that should be discussed further; nothing was singled out. 5 7.6 Committee on Appointment, Promotion and Tenure of Permanence for Academic Administrators (CAPTPAA) D. Woolcott noted CAPTPAA has met twice since the last meeting of Senate. 7.7 Committee on Information Technology and Services There was no report. 7.8 Library F. French noted that the Library Committee had recently held a meeting with Department Coordinators to discuss a variety of issues including allocations about which there will be a university wide consultation. He noted that the new integrated system will be up and running in January, 2006. 7.9 Nominations 7.9.1 Notification of election of Chair Notification of the re-election of Prof. Ann MacGillivary as Chair of the Senate Nominations Committee for 2005-2006 was received. 7.9.2 Election results â CRCSC Notification of the election results for an Arts and Science representative on the Canada Research Chairs Selection Committee was received with Dr. Reginald Stuart being declared elected. 7.9.3 Recommendations for Standing Committees Moved by A. Davis noted that they had the first round of internal grant adjudications in late October. No decisions have been made, and they are preparing to review the next group of applications. He observed that the committee is discovering colleagues need to be more sufficiently acquainted with the rules and procedures which the Research Office has been communicating broadly. 7.11 Student Affairs C. Hill noted that the committee has begun working very productively with the Student Life Committee to address many agenda items. They will be holding focus group sessions in January and from them will develop a new agenda to work further with the Student Life Committee. 6 7.12 Committee on Teaching and Learning B. King reported that SCOTL supports MSVU becoming a member of the Society for Teaching and Learning in Higher Education in order to enhance opportunities for faculty members to apply for some prestigious teaching awards. He noted that Dr. Susan Drain is expected to be a workshop facilitator at a retreat next year of the Association of Atlantic Universities. It is also hoped that we will be sending two recent Teaching Award candidates to the regional competition of the Association of Atlantic Universities. 7.13 Writing Initiatives B. King reported on a Writing Roundtable on November 2, which was quite successful with very commendable student participation. Another session called â The Red Pen Syndromeâ will be held in January, 2006. 7.14 Undergraduate Admissions and Scholarships L. Theriault noted that the Bursary sub-committee is meeting this week and next to review all of the in-course bursary applications and determine how the awards will be disbursed. She also noted that the Scholarsâ Lunch on November 4th was a success with more than 200 people in attendance. 7.15 University Research Ethics Board 7.15.1 UREB Notice of Motion: Amendment to By-law 14.12 This proposed amendment to By-Law 14.12 will be voted upon at the December 5, 2005 Senate Meeting. 7.15.2 UREB Revisions to MSVUâ s Policies and Procedures Ethics Review of Research Involving Humans and related forms It was agreed to wait to consider this item until the December 5, 2005 Senate Meeting. 8. Other Reports 8.1 Board of Governors N. Kayhani noted that at the November 16, 2005 Board of Governors meeting D. Woolcott gave an Enrolment Report. Other topics at the meeting were a report on the Presidential Search and reports from various sub-committees of the Board. She noted the Board will meet again on November 29, 2005. 8.2 Studentsâ Union C. Brushett noted that the Studentsâ Union is currently holding a U-pass referendum. The Studentsâ Union hosted the first ever East Coast Campus Idol competition in November. The Studentsâ Union has also been cooperating with CAPP to gather information from the University community regarding the usage of Turnitin.com at MSVU; CAPP is expected to report on their findings early next year. 9.
