dc.description | May 4, 2001 A meeting of the Senate was held at 2:00 p.m. on Friday, May 4, 2001, in the Rosaria Board Room. Present: S. Brown (Chair), R. Bérard, I. Blum, S. Boyd, L. Cartwright, K. Clayton, S. Drain, C. Ferns, B. Frank, D. Furrow, P. Glenister, F. Harrington, C. Hill, N. Hill, B. Hodkin, K. Kienapple, D. Nevo, S. Perrott, M. Raven, T. Roberts, E. Rosenthal, R. Sampson, L. Theriault, R. Warne, J. Woodsworth. Regrets: W. Doyle, B. King, M. MacMillan, C. Mathieson, L. Neilsen, P. Watts. 1. Approval of Agenda Moved by B. Frank, seconded by T. Roberts that the agenda be approved as amended. CARRIED The agenda was amended by adding item 4.1, Further Recommendations Regarding the WIC Report. 2. President's Announcements S. Brown welcomed L. Cartwright and K. Clayton to Senate. 3. Question Periods There was a discussion regarding a technology fee for students enrolled in Computer Studies and Information Technology courses. A Senator asked if the 2001/2002 budget will include such a fee. S. Brown replied that the budget has not formally come forward. Some Senators believed that such a fee was warranted due to certain courses relying heavily on computer resources. Other Senators believed that such a fee was not warranted since the network has a slow response time and many students use their own computer to complete their work. They felt that a major upgrade of equipment must be completed before MSVU should even consider charging such a fee. There was also the concern of lower enrollment rate in these programs due to the technology fee. A Senator pointed out that courses that relied heavily on library use were not charged a differential fee. Another Senator noted that science courses which rely heavily on labs were not charged differently from arts courses. A Senator suggested that a model which charges students for use of printing could be implemented instead of a general technology fee. J. Woodsworth stated that IT&S looked at the cost of implementing such a system and it was considered quite expensive. As well, the technology fee applies to other costs, besides printing. It was clarified that the fee would apply to courses not programs and the fee would be added to a student's tuition. A Senator asked how input into this issue can be made. S. Brown replied that the Budget meeting will be held on May 9 and concerned Senators should write a memo to the Budget Committee regarding this issue. 4. Unfinished Business 4.1 Further Recommendations Regarding the WIC Report Since Senators received the report orally, S. Brown recommended that WIC circulate the report electronically to encourage more response. 5. Committee Reports (Standing and Ad Hoc) 5.1 Senate Executive No report. 5.2 Academic Appeals Committee L. Theriault reported the Committee has received one appeal and has scheduled a meeting for next week. 5.3 Academic Policy and Planning J. Woodsworth reported that the Committee was working on the priority list for 2002-2003 tenure track staffing. She noted that the Committee has several candidates for the Canada Research Chairs and was currently following the selection process. 5.4 Graduate Studies No report. 5.5 Undergraduate Curriculum No report. 5.6 Committee on Appointment, Promotion and Tenure or Permanence for Academic Administrators (CAPTPAA) No report. 5.7 Committee on Information Technology and Services No report. 5.8 Library No report. 5.9 Nominations 5.9.1 Senate Elected Committee Positions Moved by K. Kienapple seconded by I. Blum that Senate remove from the table the MSVU Policies and Procedures: Ethics Review of Research Involving Humans. CARRIED Moved by K. Kienapple, seconded by F. Harrington that Senate approve the revised MSVU Policies and Procedures: Ethics Review of Research Involving Humans. CARRIED There were two friendly amendments to the document. Under item 3.2, the word "represent" was changed to "represents" and under item 7.2, the phrase "that of" was deleted. It was noted that item 4.4, was revised since it is specific to the Department of Education. 5.10.1 Revision of By-law 14.3.2 Moved by R. Sampson, seconded by N. Hill that Senate approve the revisions to By-law 14.3.2. CARRIED 5.10.2 Revision of By-law 14.8 (notice of motion) Moved by K. Kienapple, seconded by S. Perrott that Senate approve the revisions to By-law 14.8. CARRIED 5.10.3 Addition of By-law 14.12 (notice of motion) Moved by I. Blum, seconded by S. Boyd that the proposed motion read as outlined on the document circulated May 4, 2001. CARRIED Moved by R. Sampson, seconded by C. Ferns that Senate approve the addition of By-law 14.12. CARRIED 5.11 Student Affairs No report. 5.12 Committee on Teaching and Learning No report 5.13 Undergraduate Admissions and Scholarships L. Theriault announced that on April 12 the Committee mailed out 142 Entrance Scholarship offerings (compared to 126 last year). The acceptance date is May 14. The scholarships range in offering from $500 to $5,000. She also announced that on April 29, MSVU hosted a scholarship reception at the Meadows for newly admitted students. L. Theriault explained the procedure for making scholarship offerings, including the reasoning behind the percentage over-booking. She noted that the dollar value of entrance awards had increased the last few years. 6. Other Reports 6.1 Board of Governors No report. 6.2 Students' Union L. Cartwright reported that the Students' Union had a smooth changeover on May 1. 7. New Business Moved by R. Bérard, seconded by R. Warne to move the meeting in camera. CARRIED S. CARRIED L. Theriault announced that there were 45 individuals on the enabling list. There were currently 484 individuals on the graduating list, a somewhat smaller number from last year. Moved by N. Hill, seconded by F. Harrington to move the meeting from in camera. CARRIED 8. Items for Communication The Senate Office will make the changes to the By-laws. Registrar Office will post the graduation list once finalized. Senators will receive an email from WIC regarding their preliminary report. 9. Adjournment S. Brown acknowledged the contribution of the following retiring Senators: M. Macmillan, M. Raven, R. Sampson, and D. Furrow. F. Harrington was congratulated on being sought out by a publishing house to produce children's books about science topics. Moved by F. Harrington, seconded by M.
